Garba succeeds Bozimo as NJI administrator

The National Judicial Institute’s (NJI) Board of Governors, under the chairmanship of the Chief Justice of Nigeria (CJN), Tanko Muhammad, has appointed Justice Salisu Garba as the new administrator. He takes over from Justice Rosaline Bozimo (rtd) whose tenure ended on July 31, 2021. A statement by the Senior Special Assistant on Media to the CJN, Ahuraka Yusuf Isah, said the appointment, which took effect from August 1, is for a period of three years. Until his new appointment, Garba was Chief Judge (CJ) of the Federal Capital Territory High Court, a post he voluntarily resigned to take the fresh offer. Born on October 10, 1956, the Malumfashi Local Council of Katsina State-born jurist was inaugurated FCT CJ on June 7, 2021, and would have quit by October 10 this year when he would have attained the mandatory retirement age of 65 years. The new NJI helmsman was called to Bar in 1984. He went into private legal practice for three years after completing his National Youth Service Corps (NYSC) program in 1985. Justice Garba was appointed magistrate in the FCT in 1989 and also served as the Chief Registrar of the FCT High Court until he was appointed a judge of the FCT High Court in 1998.

NJI, NCDMB train judges on local content law

The National Judicial Institute (NJI) in collaboration with Juris Law and the Nigerian Content Development and Monitoring Board (NCDMB) is holding a National workshop for justices of the Supreme and Court of Appeal as well as Federal High Court Judges. The workshop aims to train them on the role of the Judiciary in the development of Local Content Law in the Oil and Gas Industry. The workshop, held on March 6, aims at equipping justices and judges across the country with the appropriate philosophy, and legal, fiscal, and regulatory issues underpinning the Nigerian Oil and Gas Industry Content Development Act. A Principal Partner at the Juris Law Office and visiting Professor of energy Law, and Policy, Niyi Ayoola-Daniels, who spoke on the relevance of the workshop, stated that for the Nigerian Oil and Gas industry Content Development Act, and the NCDMB operational guidelines to be effectively implemented, Justices and Judges must be properly understood by Nigerian judiciary. The workshop will be declared open by the Chief Justice of Nigerian (CJN), Justice Walter Onnoghen while the President, the Court of Appeal, Justice Zainab Bulkachuwa will also be in attendance.

NJI partners group to enhance lawyers’ drafting skills

The National Judicial Institute (NJI), in collaboration with the Association of Legislative Drafting and Advocacy Practitioners (ADRAP), has trained lawyers and other related practitioners to enhance their legal drafting skills and prevent drafts of unenforceable laws. The two-day training held in Abuja, which ended on Thursday, was aimed at enhancing the drafting skills of lawyers and other participants to improve the justice system in Nigeria. Experts at the training workshop said ill-drafted laws were the root cause of the many unenforceable laws in the country. They also emphasised the need for laws to have a human face, while noting that there are a lot of unambiguous laws in the country which are not enforceable. The Attorney General of Nasarawa state, Dr. Abdul Karim Kana who handled the session on: ‘Application of ICT to legal research and Drafting’ said there are certain laws in the country that contradict other existing laws and the constitution, which rendered them not enforceable. Chief Ebosetale David Aighefoh, Director of programmes of ADRAP in his remarks said: “This is just the beginning of our collaboration with the NJI, and we look forward to more opportunities to work together towards building a better justice system and contributing to national development.” Aighefoh appreciated the NJI under the sole administrator, Hon. Justice Salisu Garba RTD, for hosting the event and providing the necessary support and resources.
